šŸ“ļø Position Summary

The Core Program Manager (CPM I) oversees daily program operations in Hanford, CA, ensuring high‑quality services, strong staff performance, and full compliance with agency, state, federal, and funder requirements. Working under the direction of the Core Program Director III (CPD III), this role leads staff hiring and supervision, manages program budgets, supports quality assurance efforts, and maintains strong relationships with clients, partners, and community stakeholders. The CPM I plays a key role in ensuring programs run smoothly, effectively, and in alignment with Aspiranet’s mission.

šŸ” Key Responsibilities

Program Leadership & Operations

  • Help develop the program’s budget and strategic plan under the guidance of the CPD III.
  • Ensure the program meets operational, contractual, budgetary, and practice standards.
  • Maintain compliance with The Joint Commission, agency policies, and safety requirements.
  • Oversee program services, ensuring quality, consistency, and timely documentation.
  • Prepare and submit required reports to funders and agency leadership.
  • Report incidents, grievances, and concerns promptly to the CPD III.
  • Attend regular supervision and maintain strong communication with leadership.

Staff Supervision & Development

  • Recruit, hire, train, supervise, and evaluate program staff.
  • Provide ongoing coaching, support, and performance management, including corrective action when needed.
  • Conduct regular individual supervision and ensure staff meet documentation and service expectations.
  • Support volunteer recruitment, onboarding, and supervision when applicable.
  • Maintain professional boundaries and model ethical, culturally responsive practice.

Quality Assurance & Compliance

  • Support implementation of Best Practice and Quality Assurance initiatives.
  • Ensure accurate data entry, outcome tracking, and compliance with funder and agency standards.
  • Monitor timely submission of case notes, service documentation, and required reports.
  • Educate staff on regulatory, agency, and funder requirements and monitor adherence.

Fiscal & Administrative Oversight

  • Manage the program within budgetary limits and complete financial reporting on time.
  • Oversee administrative tasks such as timesheets, mileage, schedules, and expense submissions.
  • Ensure supervisees complete administrative responsibilities accurately and on schedule.

Client, Community & Partner Engagement

  • Serve as a liaison with clients, staff, funders, and community partners.
  • Provide direct service or on‑call support when required by program design.
  • Participate in staff meetings, group supervision, trainings, and special events.

  • Master’s degree in a related field and at least one year of management experience.
  • Minimum 2 years of experience in social services, behavioral health, community‑based, school‑based, or residential settings.
  • Active registration with the Board of Behavioral Sciences (AMFT, ACSW, or APCC).
  • Strong leadership, communication, and organizational skills.
  • Ability to manage multiple priorities, maintain professionalism, and support a collaborative team environment.

  • Must meet all Community Care Licensing and funder requirements, including fingerprint clearance, Child Abuse Index check, TB/Health Physical, and ongoing regulatory compliance checks.
  • Valid California driver’s license and clean driving record.
