📝️ Position Summary

The Director of Human Resources - Core HR Services provides strategic and hands-on leadership for benefits, leaves and accommodations, workers’ compensation, safety, employee relations and compliance. Reporting to the Senior Director of Human Resources, this role partners closely with Talent Acquisition, Learning and Development and Payroll teams to ensure consistent and effective employment practices across the agency. This leadership position oversees a team that includes a Benefits and Leaves Manager, HR specialists and generalists, serving as a key advisor and subject matter expert on various human resources matters.

🔍 Key Responsibilities

Core HR Services & Administration

  • Lead and manage essential HR functions including full-cycle benefits administration, leaves of absence, workers’ compensation, compliance and employee safety programs.
  • Provide hands-on support to ensure day-to-day HR operations run smoothly across multiple departments and sites.
  • Supervise and mentor HR team members, fostering professional development and team efficiency.
  • Administer HR systems and maintain accurate records to support decision-making and reporting needs.

Employee Relations & Compliance

  • Conduct internal investigations, mediate concerns, and resolve employee relations matters with legal compliance and discretion.
  • Coach and support managers on effective performance management, disciplinary procedures, and workplace best practices.
  • Ensure adherence to federal, state, and local employment laws, as well as compliance with licensing and accreditation standards (e.g. TJC, CCL).
  • Support audit preparedness for wage & hour, safety, benefits, and employment law compliance.

Policy Oversight & Risk Mitigation

  • Lead internal HR audits, including 403(b), safety, benefits, and fiscal compliance reviews.
  • Monitor and respond to changes in employment law, ensuring practices are kept up-to-date.
  • Support organizational risk management through auditing, documentation, reporting, and policy enforcement.

Team Collaboration & Cross-Functional Leadership

  • Partner with leaders across 40+ sites to provide strategic HR guidance tailored to regional and program-specific needs.
  • Serve as a consultative resource to staff at all levels, fostering a culture of transparency and trust.
  • Collaborate cross-functionally with Talent Acquisition, Payroll, , Learning and Development, and Program teams to streamline HR processes.
  • Represent HR in internal meetings, external audits, and strategic planning sessions.

âś… Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or a related field (Senior HR certification highly preferred).
  • 5+ years of progressive and relevant HR experience, including at least 2 years in a senior leadership role with direct supervisory responsibilities. Work experience in a combination of nonprofit and for profit highly regulated industries a plus.
  • Strong working knowledge of California employment law; familiarity with Community Care Licensing (CCL) and The Joint Commission (TJC) is a plus.
  • Exceptional communication, negotiation, and conflict resolution skills.
  • Proven ability to lead change, improve processes, and implement scalable HR practices.
  • Ability to build trusted relationships and partner effectively with employees and leaders across all levels.
  • High level of discretion in handling sensitive information; compliance with HIPAA and privacy regulations is essential.
  • Proficient in Microsoft Office Suite and HR systems for reporting, data analysis, and strategic planning.
  • Hybrid work availability required: minimum two days per week onsite at our South San Francisco office, with occasional travel to other locations.
  • Must meet Community Care Licensing requirements, including fingerprint and Child Abuse Index clearance, TB/health screening, valid California Driver’s License, insurance, acceptable driving record, and access to a reliable vehicle.

  • Hybrid role with in-person presence required 2 days per week at our South San Francisco office
