📝️ Summary Position 

The Senior Benefits & Leaves Manager oversees all aspects of our benefits and leave programs, ensuring compliance with federal, state (especially California), and local laws. This includes self-insured health plans, 403b education and administration, state and federal accommodations, workers’ compensation, and respective leave types (FMLA, CFRA, PWFA, etc.). You’ll supervise an HR team supporting daily administration in these areas, work closely with employees and managers, and liaise with brokers and vendors to maintain high-quality, cost effective programs.

This position is ideal for someone who thrives in a mission-driven environment with hands-on experience managing self-insured health plans, 403b administration, and complex leave cases across a large, statewide diverse workforce.

 

🔍Key Responsibilities

Benefits Administration

  • Lead administration of medical, dental, vision, life, 403(b), COBRA, and wellness programs.
  • Manage self-insured and group health plans, including vendor relationships, claims, funding, and renewals.
  • Lead annual enrollment planning, communications, and execution.
  • Ensure compliance with ACA, HIPAA, COBRA, ERISA, and other regulatory frameworks.
  • Analyze plan data and recommend cost-containment or benefit enhancements.

Leave & Accommodation Management

  • Provide leadership and guidance to the administration for all employee leaves: FMLA, CFRA, PDL, PWFA, disability, workers' comp, etc.
  • Lead the interactive process and ensure compliance with ADA/FEHA.
  • Supervise and mentor team members ensuring timely and accurate case management and tracking.
  • Oversee return-to-work and benefit transition to ensure a seamless process.

Compliance & Reporting

  • Stay current on relevant laws and regulations at the federal, state, and local level.
  • Lead and support benefits and leave-related audits and documentation.
  • Analyze trends in utilization to support leadership in planning and strategy.

Collaboration & Leadership

  • Serve as the primary liaison for brokers, carriers, and third-party administrators.
  • Collaborate with internal communications and HR teams to support managers, leaders, and employees through clear, accessible education and engagement initiatives that promote understanding of leave policies and available resources.
  • Supervise HR team members and support their development and performance.

Qualifications

  • Bachelor’s degree in HR, Business Administration, or related field (HR or Benefits certification highly preferred).
  • Minimum 5 years of related work experience, including (3+ years of experience managing self-insured health plans such as claims administration, funding, and vendor oversight. 2+ years in a supervisory or leadership role. managing and mentoring HR team members.)
  • Advanced knowledge of CFRA, FMLA, PWFA, FEHA/ADA, ACA, ERISA, COBRA, and other compliance areas.
  • Experience managing programs in a multi-site organization (900+ employees) for a nonprofit human services agency preferred.
  • Exceptional communication, organizational, and problem-solving skills.
  • Advanced software and computer skills including HR systems and Microsoft business programs.
  • Ability to manage confidential information with integrity and professionalism.

  • Hybrid role with in-person presence required 2 days per week at our South San Francisco office.
  • Use of standard office equipment.
  • High volume meetings, typing and phone usage to perform essential job functions.
