Your Impact

The Talent Acquisition Director is a member of the senior leadership team, reporting to the Chief Human Resources Officer. This position can be based out of South San Francisco or the Central Valley of California. Responsibilities include leading the agency’s talent acquisition strategy, overseeing the end-to-end hiring process to ensure the company attracts top talent. This role requires a visionary leader with extensive hands-on experience in high volume recruitment, team management and strategic planning, combined with a deep understanding of the business needs and industry trends. The Talent Acquisition Director will collaborate with senior leadership to drive talent acquisition initiatives aligned with organizational goals, workforce planning, and culture building while ensuring policies and practices are legally compliant, align with the agency’s strategic plan, and support a distributed workforce.

Your Skills and Duties

Talent Acquisition Strategy

  • Develop and execute a comprehensive talent acquisition strategy aligned with business goals and workforce planning.
  • Identify and leverage innovative recruitment methods, sourcing strategies, and technology to attract diverse, top-tier talent.
  • Build and maintain strong relationships with hiring managers to understand the needs of different departments and develop customized recruitment plans.

 

Team Leadership and Development

  • Lead, mentor, and manage the talent acquisition team, fostering a high-performance culture that focuses on excellence, collaboration, and continuous improvement.
  • Set clear goals and objectives for the recruitment team, ensuring they meet and exceed established outcomes.
  • Provide professional development opportunities, coaching, and guidance to team members to support their growth within the organization.
  • Establish travel cadence for TA team across key agency locations.

 

Recruitment Process Optimization

  • Oversee the end-to-end recruitment process, from job posting and candidate sourcing to interviewing, selection, and on-boarding.
  • Continuously evaluate and improve recruitment processes to increase efficiency, reduce time-to-hire, and ensure a positive candidate experience.
  • Implement best practices to ensure recruitment efforts are aligned with organizational values and promote inclusion, diversity, equity, and access.
  • Utilize data analytics and reporting to measure the effectiveness of recruitment strategies and provide insights into hiring trends, process efficiency, and areas for improvement.
  • Regularly report on key metrics such as time-to-fill, cost-per-hire, candidate quality, and related areas.
  • Analyze the competitive talent landscape and proactively adjust recruitment strategies to meet evolving business needs.

 

Employer Branding

  • Collaborate with key stakeholders responsible for enhancing the company’s employer branding and public-facing recruitment efforts.
  • Create and promote a compelling employee value proposition (EVP) that attracts high-quality candidates across all levels of the organization.
  • Represent the agency at career fairs, networking events, and in other talent acquisition outreach activities.

 

Inclusion, Diversity, Equity, and Access (IDEA)

  • Lead initiatives to ensure IDEA practices are embedded in the talent acquisition strategy.
  • Partner with HR leadership to ensure diverse candidate pipelines and to foster an inclusive hiring process.
  • Monitor and report on established hiring goals and initiatives.

 

Collaboration with Senior Leadership

  • Work closely with senior leadership to understand the current and future talent needs of the business and translate those into actionable recruitment strategies.
  • Provide strategic counsel on workforce planning, talent gaps, and succession planning.
  • Support organizational growth by developing plans to attract talent in line with business priorities and talent pipeline needs.

 

Vendor and Agency Management

  • Manage relationships with third-party recruitment agencies, staffing firms, and other external talent partners to ensure effective recruitment and cost-efficiency.
  • Negotiate contracts and ensure vendor performance aligns with organizational expectations.
  • Track spend and budget management.

 

Education & Work Experience

  • Bachelor's Degree in human resources, business management, or a related field.
  • 5+ years of related work experience, including supervising a team
  • Proven experience in managing a distributed recruitment team and driving strategic talent acquisition initiatives.
  • Strong knowledge of recruitment practices, candidate sourcing, and modern hiring technology.
  • Expertise in developing and executing talent acquisition strategies for various business needs, including leadership and specialized roles. Experience within non-profit/Human Services is highly desirable.
  • Excellent understanding of employment laws and regulations related to recruitment and hiring practices. Advanced written and oral communication skills, including presenting to senior leaders and executives.
  • Proficient computer skills including applicant tracking and HR platforms, Microsoft Office, Teams, SharePoint and presentation software.
  • A hands-on leader, willing to lead and execute the work required.
  • Meets all state required conditions of employment as set forth by Community Care Licensing i.e. Fingerprint and Child Abuse Index clearance, TB/Health Physical, valid CDL, insurance, acceptable driving record and vehicle for business travel.

  1. Utilizes computer, phone and standard office equipment for extended periods of time.
  2. Operates personal vehicle for periodic business related travel.
  3. Work in-person two days per week as part of a hybrid work schedule.

 Salary: $120,000 - $140,000 dependent on location and qualifications.
