Your Impact

The RFA SW - Home Study Writer completes psychosocial assessments for families and compiles information into a written report.  Additionally, the RFA SW – Home Study Writer provides training, education and support to families, and supports case plan objectives for children who are Child Welfare dependents in California.

Your Skills and Duties

  1. Complete Resource Family psychosocial assessment and adoption home study processes per agency and county guidelines and in accordance with California Department of Social Service (CDSS) and Community Care Licensing (CCL) regulations.
  2. Conduct a home environment assessment, psychosocial assessment, and prepare a Written Report.
  3. Evaluate historical, social, and economic factors pertaining to individuals and incorporate an assessment of an applicant’s mental health and substance abuse history in to the psychosocial assessment report, as it relates to risk.
  4. Facilitate the collection, completion, and review of all required documentation and verifications required for a psychosocial assessment as per agency guidelines or county contract, and in accordance with CDSS regulations.
  5. Be certified to conduct SAFE home studies, per agency policy or county contract expectation. 
  6. Maintain current documentation per Program and Agency standards and CDSS regulations.
  7. Complete interviews of all adults and children in the family’s home that is being assessed in a way that  engages Resource Families to build rapport and establish trust.
  8. Provide support, education, and resource linkage as needed to individuals and couples during the assessment process.
  9. Provide education and specific information on such topics as Adoption Assistance Program (AAP), AAP eligible children, nonrecurring adoption expenses and community resources as per CDSS regulatory dictates to prospective adoptive families.
  10. Present psychosocial assessment and home study reports to Core Program Director for approval.
  11. Provide matching support (child available search) services for adoption approved families upon request by the Core Program Director.
  12. Ensure that all documentation, reports, and agency requirements are completed for Adoptive Placement, post placement contacts, finalization, and PAARP (Private Adoption Agency Reimbursement Program).
  13. Advocate for the client’s strengths, abilities and competencies; collaborate with families to achieve mutual goals and build upon family strengths.
  14. Ability to assess and identify children who have been abused, neglected, or maltreated.
  15. Utilize program database and related reports to meet program standards.
  16. When requested by supervisor, carry reduced caseload in order to support projects, initiatives, child and/or family trainings and / or specific program functions. 
  17. When assigned, provide on-call emergency services as per agency standards.
  18. Report all incidents, complaints and grievances per program, Agency and regulatory guidelines.
  19. Conduct and participate in Agency sponsored trainings and special events.
  20. Adhere to all program, Agency and regulatory requirements.
  21. Maintain appropriate professional boundaries with staff, parents, children, county agency staff and community resources.
  22. Participate in scheduled case review, individual and group supervision, and staff/program meetings.
  23. Maintain client and case confidentiality per licensing, HIPAA, State and Agency standards.
  24. Secure and maintain adherence to program consents.
  25. Accurately complete administrative paperwork (time sheets, mileage, time off requests, expense reimbursements, weekly schedules, etc.) on time.
  26. Support and model Aspiranet’ values, represent the Agency in a professional manner, and abide by the Agency’s professional Code of Ethics.
  27. Demonstrate sensitivity and responsiveness to cultural differences. 
  28. Perform additional duties as assigned by Core Program Director.

Education & Work Experience

  • Master's Degree in social work or social welfare, marriage, family, and child counseling, child psychology, child development, counseling psychology or social psychology.  Waivers of the graduate education may be authorized by the Department as per requirements in 89155 (b).
  • Knowledge and skills to meet core competencies outlined in the CDSS Interim Licensing Standards, Chapter 8.8 Foster Family Agencies, Articles 9, Subchapter 1.
  • Excellent written and verbal communications skills.
  • Ability to work closely and develop strong relationships with diverse individuals.
  • Effective time management, organizational, and problem solving skills.
  • Basic computer skills.
  • Able to travel to program sites.
  • Meets all state required conditions of employment as set forth by funder and Community Care Licensing for a licensed community care facility; i.e. Fingerprint and Child Abuse Index clearance, TB/Health Physical. Valid CDL and clean driving record.
